Haig, Secretary of State of the United States of America. I am also enclosing with the message from Secretary Haig the text of the official announcement made on February 24 by the Department of State concerning the survival of democracy in Spain. This statement supplemented for the public record the comments made to King Juan Carlos by President Reagan by telephone on the same day. As you can see, my Government was, as was I, deeply pleased that Spain's democratic institutions stood the strain of such an arduous test. Permit me to take advantage of this opportunity to express my desire to continue our close cooperation as Minister of Foreign Affairs.
